PHTA Announces Revision of Plastering Standard, Calls for Committee Participation

The Pool & Hot Tub Alliance announced the upcoming review and revision of ANSI/APSP/ICC/NPC-12 2016 American National Standard for the Plastering of Swimming Pools and Spas and calls for subject matter expert participation in the PHTA-12 standard writing committee.

The committee will revise the standard, which addresses the cementitious interior finish of swimming pools, spas and other aquatic facilities, both public and residential. The standard will assist local jurisdictions, as well as national and international regulatory bodies, in the development and announcement of criteria for the plastering of swimming pools. It is also intended for adoption into the International Swimming Pool and Spa Code published jointly by PHTA and the International Code Council.

The standard writing committee will meet under the American National Standards Institute periodic maintenance process, including reviewing and considering revisions to the standard in coordination with the National Plasterers Council. Subject matter experts who would like to serve on the committee must be willing and able to actively participate in the language drafting process and have a working understanding of the current standard. The anticipated timeline for this project is less than two years.

All stakeholders, including pool builders, manufacturers, plastering companies, pool service companies, testing laboratories, certifying bodies, pool designers, public health and building code officials, local municipalities and pool and spa operators, are invited to apply to serve on the committee. PHTA seeks to establish a diverse standard writing committee, ensuring a reasonable balance between all interest categories, individuals and organizations. Some priority will be given to applicants with experience using, applying and enforcing the APSP-12 2016 Standard. The application to serve as a committee member is available here.

Interested parties who may not be subject matter experts or active standard users are encouraged to attend meetings as observers throughout the revision process.

Stakeholders are also invited to submit change requests to the existing standard for inclusion in the revised version. These change requests will be reviewed by the committee. Change requests can be submitted here and must be sent by May 31, 2024, to be considered.

Completed standard writing committee application forms must be submitted to PHTA by March 11, 2024. For more information, visit phta.org/standards or contact April Nowicki, PHTA manager of publications and standards development, at anowicki@phta.org.
